err… are you sure it’s not the other way around?
reading the rsync man page it states the source comes before the destination, so your example will copy files from the remote path to the local path…

The configuration file must be vsftpd.conf (insted of vsftpd.config)
This way the “vsftpd: not configured for standalone, must be started from inetd” error is corrected.

And to add a timer to a shutdown: sudo shutdown -h +60
Where +60 is the amount of minutes until you want it to shutdown.
